Bismarck, N.D. — September 22, 2025 — After 20 years of dedicated service, LaMoure Mayor Clint Hoggarth has been honored with the Lifetime Achievement Award by the North Dakota League of Cities (NDLC) at its 2025 Annual Conference in Bismarck.

Hoggarth is recognized for his humble, hands-on approach to leadership and his lasting impact on LaMoure. Known for his openness, accountability, and “can-do” attitude, he has kept council members engaged while building trust across the community.

Under his leadership, LaMoure has seen significant progress, including:

  • Infrastructure upgrades to sewer lines, the emergency center, and the water tower.
  • A new community swimming pool, revitalized forestry program, and support for reopening the local bar and grill.
  • Main Street revitalization through the return of LaMoure County Public Health, clearing unsafe structures, and creating space for new facilities.

Beyond city projects, Hoggarth often goes above and beyond—mowing, maintaining his church, and stepping in personally during emergencies to help keep city services running.

“Clint Hoggarth represents the very best of local leadership—humble, hardworking, and deeply committed to his community,” said Matt Gardner, Executive Director of the North Dakota League of Cities. “His legacy in LaMoure is not only the projects completed but also the trust, respect, and pride he has built over 20 years of service.”

As he prepares to retire, Hoggarth leaves behind a legacy of collaboration, persistence, and dedication that will benefit LaMoure for generations to come.

The 2025 NDLC Annual Conference was held September 17–19 at the Bismarck Event Center, with the awards ceremony taking place on Friday, September 19, at 12:30 p.m.
