Your Voice at the Capitol

During each biennial legislative session, North Dakota League of Cities (NDLC) Executive Director Matt Gardner and Deputy Director and Staff Attorney Stephanie Dassinger Engebretson represent cities and park districts at the Capitol every day, advocating on legislative matters. Between sessions, they remain actively engaged—participating in interim legislative work and collaborating with state and federal agencies to strengthen intergovernmental cooperation.

If your city or park district has questions or concerns about policy, please contact Matt or Stephanie for assistance.

NDLC 2026 NDLC Policy Resolutions

Each September, during the NDLC Annual Business Session, city members of the North Dakota League of Cities adopt policy resolutions that guide the NDLC staff’s advocacy and policy efforts for the coming year.

These resolutions originate from the NDLC Policy Committee, which reviews proposals submitted by members and identifies emerging policy needs. Before adoption, the NDLC Executive Board reviews and approves the committee’s recommendations to ensure alignment with member priorities.

If your city has a policy item for consideration by the NDLC Policy Committee, please contact Matt at matt@ndlc.org or Stephanie at stephanie@ndlc.org.

NDLC Bill Tracking List

During each legislative session, the North Dakota League of Cities Legislative Team reviews every bill and resolution introduced by members of the North Dakota Legislative Assembly. Bills identified as potentially impacting cities or park districts are included in the tracking list below.
The list also shows the NDLC’s official position on each bill, determined through policy resolutions adopted by the NDLC members at the Annual Conference each September.

  • Neutral — Indicates that, through collaboration with a legislative committee, the NDLC Legislative Team helped amend the bill so it no longer conflicts with adopted policy resolutions.
  • Monitor — Indicates that while no specific policy resolution applies, the bill could still affect how a city or park district operates.
