Forms of Government
Understanding How North Dakota Cities Are Governed
North Dakota law provides for three forms of city government: city council, city commission, and modern council. Each structure defines how leadership and decision-making are carried out within a community.
The key differences among these forms relate to whether the executive officer votes at meetings and whether they hold veto power.
Cities may also modify their form of government through the adoption of a home rule charter, allowing flexibility to meet local needs and priorities.
