This is decided by the voters. According to N.D.C.C. § 40-01-09.1, every four years (beginning in 1996), cities must put the question of whether minutes should be published in the official newspaper on the ballot. If the voters vote yes, the minutes must be published until the question is on the ballot again. The next mandatory vote for this question will occur in 2028. (June 2026)
