Bismarck, N.D. — September 22, 2025 — Valley City Mayor Dave Carlsrud has been honored with the 2025 Leadership Excellence Award by the North Dakota League of Cities (NDLC) at its Annual Conference in Bismarck.

Carlsrud, who is completing his final term after decades of service, is recognized for his integrity, humility, and steady leadership. He has guided Valley City through key infrastructure and flood protection projects, revived the Valley City Leadership Group to strengthen collaboration across local institutions, and kept residents informed through his weekly “News & Notes” column.

Beyond City Hall, Carlsrud has consistently represented Valley City on regional and state boards, ensuring the community’s voice is heard on critical water, zoning, and energy issues. His efforts have secured funding for major projects, strengthened resilience, and supported affordable, reliable power for residents.

“Dave has always led with a servant’s heart and a steady hand,” said Matt Gardner, NDLC Executive Director. “His leadership has shaped not only Valley City but the future of municipal government across North Dakota.”

Carlsrud’s recognition was part of the NDLC’s 2025 Annual Conference, held September 17–19 at the Bismarck Event Center.
