Local Government is the Best Government

The North Dakota League of Cities (NDLC) is a nonprofit organization that serves as the unified voice for North Dakota’s cities representing communities of every size. The NDLC supports local leaders through advocacy, education, and essential resources that strengthen cities and improve quality of life across the state.

As a trusted partner in local governance, the NDLC works closely with state and federal officials to shape policies that empower cities to thrive. The NDLC also connects city leaders through training opportunities, conferences, publications, and peer networks, fostering collaboration and innovation at every level of government.

Rooted in the belief that local government is the best government, the NDLC helps communities lead with purpose, serve with integrity, and build resilience.

The North Dakota League of Cities Story

The North Dakota League of Cities (NDLC) has served as a key resource for cities and park districts since the early 1900s, when the League of North Dakota Municipalities was organized in Grand Forks. City officials had a vision — they recognized the importance of joining together to speak with one voice for the benefit of all.

Those early city leaders also understood the value of sharing experiences. From the account of the first meeting on September 25, 1912:

“Another object of the League is to disseminate the information which the different cities may have on these and other city problems, so that when one has met and solved any problem, the other members of the League may have the benefit of its experience, without having to pass through the perplexities and uncertainties of the experimental stage.”

Today, the NDLC continues to encourage dynamic local leadership by providing educational opportunities and myriad services to city officials, connecting resources with needs, and representing the interests of municipalities in state and federal public policy discussions.

What the North Dakota League of Cities does

The North Dakota League of Cities (NDLC) gives voice to the collective concerns of the state’s 355 cities and provides programs and services to support their success.

Advocate for Cities

The NDLC works with the North Dakota Legislative Assembly and state agencies to address the needs of cities and municipal parks. Staff also keep city leaders informed about legislative and regulatory changes that may affect cities. During the legislative session, weekly virtual conference calls are held to help city officials stay informed and share feedback on legislative issues.

The NDLC also partners with other state municipal leagues and the National League of Cities on issues at the federal level.

Connecting Cities to Solutions

The NDLC’s research covers everything from municipal law questions to salary, rate, and taxable valuation surveys. Many publications are available, including:

  • Directory of ND City Officials,
  • Model Municipal Ordinances,
  • Municipal Calendar,
  • ND City Official Handbook,
  • Annual Report,
  • and the Products and Services Guide.

Training Opportunities

The NDLC offers training opportunities for city elected and appointed officials throughout the year, including the Annual Conference, Spring Workshop, webinars, legislative update meetings (during legislative years), and elected officials training.
